Is Region 14 Board of Education exempt from the 1st Amendment? Their public denouncement of a taxpayer petition on March 5, 2018 appears to infringe on taxpayers constitutional right to petition the Government for a redress of grievances.
Is this what Bethlehem and Woodbury TAXPAYERS voted for?
Actual Petition rejected by the Region 14 Board of Education, site unseen, on March 5, 2018
OBJECTIVE:
The taxpayers of Woodbury seek to ensure the accuracy and integrity of information that Region 14 disseminates, increase transparency of operations, eliminate misspending to ensure positions are filled at competitive salaries and to ensure the students of Region 14 receive a high-quality education.
I, the undersigned, do hereby state, that I am a registered voter of the town of Woodbury, CT, that my present place of residence is truly stated opposite my signature in that I do hereby petition Region 14’s Board of Education to hold a public hearing to address the following:
1. Provide Financial data that clearly demonstrates the creation of the director of human resources position in 2015–2016 did not increase the budget and was a no cost re-organization of the central office;
2. Identify the two central office position vacancies, including the employee name, title and annual salary that offset the total cost of the newly created director of human resources position as ascertained by the superintendent of schools;
3. Provide data that supports salary determination for this position in comparison to similar director of human resource positions and salaries in Connecticut public school districts;
WHEREAS, Region 14’s records indicate that the creation and filling of the director of human resources position, a high-level administrative position, was not advertised nor recruited for and only one candidate was given consideration for the position thus violating the following:
1. State and federal equal employment opportunity laws and Region 14’s Board of Education policy 2111;
2. Region 14‘s Board of Education policy 2140, whereas the superintendent is required to recruit qualified, professional, civil service and non-certified personnel; make recommendations to the board regarding salary;
3. Region 14s Board of Education‘s goal to attract, develop and retain the highest quality teachers, administrators and staff. Region 14 superintendent failed to achieve the Board of Education’s goal by failing to properly recruit a diverse pool of potential candidates to ensure the district hired the most qualified candidate;
We request that;
Region 14 budgeting practices be independent of sound hiring practices, in cases where a position is in fact eliminated, a diverse group of candidates must be considered during the hiring process;
Region 14’s failure to demonstrate that the creation of the director of human resources position did not increase the budget requires immediate corrective action in the removal of funding for this position.
Why won't the Region 14 Board of Education acknowledge this validly signed petition submitted by taxpayers of Woodbury?
The taxpayers have clearly spoken and Region 14 Board of Education members have publicly denounced this petition, site unseen at a board meeting on March 5, 2018, and claim that Regional school districts are not required by law to acknowledge community petitions.
Were the hiring methods of the Region 14 BoE, when hiring the Director of Human Resources, in compliance with equal opportunity employment standards? Is there another reason why the BoE is not responding to taxpayers demands for transparency?
